Net employment was at its lowest for the month since 1999, with 30,283 fewer jobs, or a 0.07% decline compared to the number of jobs in the previous month. Since the beginning of the year, 912,000 jobs were created.

The figures were released today (Nov. 14) by the General Registry of Employed and Unemployed Persons (CAGED) maintained by the Ministry of Labor. It consists of monthly records of hires and terminations as reported by employers as part of their legal hire/termination procedures.

According to CAGED, the negative result in October (1,748,656 terminations as against 1,718,373 hires) was mainly due to a decline in the number of jobs in construction (-33,556) and farming (-19 624). Trade (32,771), services (2,433) and the public sector (184) were the industries where more people were hired than were fired or quit.

Also according to the report, nine of the 12 areas in manufacturing had negative results in creating jobs. The sharpest declines were reported for transport materials (-3,442 jobs), textiles (-2,313 jobs) and metalworking (-2,261 jobs). Net employment was positive in foods (2,896 jobs) and wood and furniture (1,090 jobs).

Labor Minister Manoel Dias said the poor figures in October resulted from a mix of anticipation over the General Elections and unfavorable weather conditions with a severe dry season in the Southeast, which has caused water shortages in São Paulo. He expects the bad results to hold net employment levels below the target of one million jobs created.

Of the 27 Brazilian states, 16 reported more terminations than hires, including São Paulo (-21,886 jobs), Minas Gerais (-8,331 jobs) and Bahia (-6,207 jobs). Among the 11 states that had positive labor turnover were Alagoas (+7,735 jobs), Ceará (+7,363 jobs), and Santa Catarina (+4,973 jobs).
